Practice Guidelines of Handling Sensitive or Hierarchically Confidential Information for NIDA Wisdom Repository

  1. Wisdom Repository’s personnel will consider types of information resources to correctly select the information repository for dissemination, by determining the process of obtaining the digital file, the rights to disseminate those information resources, and the permission levels of information accessibility. For instance, the thesis of a graduate of National Institute of Development Administration is disseminated in the Open Access system.
  2. The owner of academic work acknowledges the terms of data import and data dissemination via Wisdom Repository and must grant Wisdom Repository permission to disseminate information resources under License Agreement on Thesis Preparation and Dissemination in Electronic Formats.
  3. The information resources to be imported into information repository must not be classified as sensitive information or must not fail to comply with any of these following criteria.
    • The content does not violate the principles of ethics such as academic ethics, human research ethics, research ethics, professional code of conduct, etc.
    • The content does not violate others’ intellectual property, patent, and copyright.
    • The content respects the principles of human rights and Personal Data Protection Act (PDPA), B.E. 2562.
    • The content is not of any characteristics of provocation, instigation, incitement, attack, or false information or does not impact security and order of the nation and other agencies.
  4. The following actions are taken when the content of information resources does not conform to the criteria in section 3 hereof (Non-Conformance/ Non-Compliance).
    • Level 1: Human Errors
      • If the process of importing the file or the metadata is found erroneous, Wisdom Repository’s personnel checks the error, suspends the dissemination of that digital file in a temporary manner, corrects the error, and rechecks the file before disseminating the file again.
      • If a digital file error is detected, the work owner who requests for the file change/editing will inform Wisdom Repository’s personnel of the error in documentation or via email. Then, the personnel will suspend the dissemination of the digital file until the editing is completed, and the file will be rechecked before it is disseminated again.
    • Level 2: Non-Compliance Works is in case that a breach of information is detected, or there is a complaint on the data confidentiality violation or ethical violation, all of which fail to comply with any of the criteria in section 3 hereof.
      • If Wisdom Repository’s personnel later detect the work that does not comply with the criteria in section 3, the personnel take actions as follows:
        • Suspend the dissemination of that digital file and temporarily hide its bibliography entry from the Search system of the Library and Information Center, in a temporary manner.
        • Fill out the Complaints and Suggestions Form provided on the website of Wisdom Repository as evidence.
        • Notify the work owner or the affiliated center or division to make clarification/correction.
        • If the work owner is unable to comply with the criteria in section 3 hereof, within 30 working days, the Wisdom Repository’s personnel will report the progress to Director of the Library and Information Center for receiving and handling the complaint. If the conclusion turns out the permanent suspension of dissemination, the Wisdom Repository’s personnel will notify the work owner, or the affiliated center or department in documentation to remove the file from Wisdom Repository, permanently delete its bibliography entry in the Search Engine system and record the reason(s) in the Note.
      • In case the complaint mentions the content infringing the criteria in section 3, the procedures of receiving and handling the complaint by the Library and Information Center will be put into action. That is, Wisdom Repository’s personnel will proceed in accordance with Clause 4.2.1.1. When the decision from the affiliated center or division is finalized, Clause2.1.4 will be proceeded.
      • In case the service user finds the work that does not comply with any of the criteria in section 3, the user can notify Wisdom Repository’s personnel via [email protected] or Complaint and Suggestion Form to consider and remove the work from Wisdom Repository.
  1. Content and opinions appearing in the academic works are the sole responsibility of the author of work. The Library and Information Center has no liability for civil and criminal damages.
  2. The Library and Information Center reserves the rights as a metadata inspector to edit the file according to the required standards.
